Retrofit council-owned homes to EPC C

Improving the energy efficiency of council owned homes would cut carbon as well as reducing fuel poverty and improving health. The government has set a target of all homes being improved to Energy Performance Certificate C by 2035; an average town of 100,000 would have 2,862 council owned homes.

I absolutely agree with this. Social housing providers are very variable in terms of their commitment to their tenants in terms of building maintenance. Those that are poor in this sense have almost no focus whatsoever on improving energy efficiency in their housing stock. Locally, we have a lot of social housing properties built in a window between 1977 and 1984 which only have the original loft insulation and nothing more. Are there any actions that could be taken to enforce improvement locally? Loft insulation is the most basic, low cost action, but there is little sign of willingness to do even this!
